Every state, especially large "spectator states" like California and New York, should adopt the Congressional District method of reapportionment. Two electoral votes go to the winner of the state-wide popular vote, with the remaining electoral votes going to whichever candidates wins the majority vote of each of the several congressional districts in a state.

Maine and Nebraska have this system in place, and more should soon follow. There is no reason why nine swing states should decide every Presidential election.
