Emergency Shelter at Community Center?

One item in discussed by city council on Nov. 12 as part of the capital budget discussion is how to create a shelter that people can go to in the event of power outages. The cost was flabbergasting, primarily due to the way the center was designed.
I believe it is a good idea when the power goes out in the winter time for more than 12 hours - it can get pretty cold in that amount of time! I am kind of surprised it took this long for the city to catch with surrounding municipalities.
