School Board Breaking the Law?

I think so, and so does an attorney with whom I presented this issue: 
The District is hosting an event after regular working hours to persuade Cleveland Heights-University Heights residents of the need for the upcoming capital improvement levy.

According to the Ohio Revised Code, the district cannot use its funds or resources to promote a levy.  However, the district has already printed and posted on its web site copy promoting an evening open house at Heights High on Sept. 10.

The ubiquitous practice of disregarding law by many political entities in our area is despicable and needs to stop. 

I question the decision of the district to willingly break a law, as I see it, and, for this reason, I filed a complaint with the State Auditor..
