No. They Can't *Both* Be Right
Business plans rarely, if ever, change that drastically, that quickly. Something ain't right, friends.
I don't know what all is going on here, but these documents contradict each other. Badly. And Importantly.
The PowerPoint was presented to the school board by the mayor, vice mayor, the developers, and some consultant(s) on July 17th.
It shows the entire tax abatement going towards the developers' bottom line - a difference of $240,000 in the first year.

Just one month later, on August 17, the Application With No Applicant, unless you consider "TBD" to be an applicant, had this to say:
"This incentive will be passed on to the tenants by the company and will not be retained by the company."

If that were the case, the top (revenue) line of that PowerPoint would have changed. But it didn't, did it?
