Accused Dog Shooter Has Previous Rape Conviction
Raymone Clements' previous felony conviction means that he faces a felony charge stemming from accusations that he tied a dog to a tree and shot it at Forest Hill Park.
The man accused of tying up and shooting a dog at Forest Hill Park last fall faces a third felony charge because of a previous conviction, Cleveland Heights Police said.
Raymone Clements, 42, of Cleveland, was arrested Dec. 19 and charged with discharging a firearm within city limits and animal cruelty, both misdemeanor crimes.
This week police announced that he has been charged with a felony: having weapons under disability.

Under Ohio law, convicted felons may not have a gun. The offense carries a maximum prison term of five years.
Clements was convicted of two counts of rape in 2006 and sentenced to serve five years in prison. Court documents indicate that the victim was under the age of 13.

He's also been convicted of theft and drug offenses and robbery in several Cuyahoga County cases since 1988.
He was released in January of 2011 and is currently on parole.
