LOOK: Janine Boyd's Swearing-in Ceremony

Her mother, State Rep. Barbra Boyd, (D-Cleveland), conducted the swearing-in ceremony at the regular City Council meeting Wednesday while former councilwoman Phyllis Evans held the bible.

The newest member of Cleveland Heights City Council sat in her first meeting Wednesday. Former Cleveland Heights council member and current State Rep. Barbara Boyd (D-Cleveland) conducted the swearing-in ceremony for her daughter, Janine Boyd, while former councilwoman Phyllis Evans held the bible. Cleveland Heights Council Expected To Appoint New Member at Wednesday Meeting

Council has selected Janine Boyd to replace former member Phyllis Evans. She is expected to be sworn in at the regular council meeting Wednesday.

Cleveland Heights City Council is expected to officially appoint its newest member, Janine Boyd, at its regular meeting at 7:30 p.m. Wednesday, Oct. 3, in City Hall. The Monday meeting was moved in observance of the Jewish holiday Sukkot. Boyd replaces former councilwoman Phyllis Evans, who resigned in May after serving on council for nearly 20 years. Evans, just like Boyd, was appointed to the seat at first. And the woman Evans replaced was none other than Boyd's mother, Barbara Boyd. If I had been one of the folks who applied by the first deadline, I'd be pretty aggravated. Well, I wasn't, but I'm pretty aggravated, anyways. There was no reason to reopen the application period, or to accept the late applications. It looks to me as if "party needs" over-ruled the best interests of the city and any sense of fair play.   more ›

Janine Boyd To Be Appointed To Vacant City Council Seat

Boyd will replace councilwoman Phyllis Evans, who resigned in May.

Janine Boyd is following in her mother's footsteps. Cleveland Heights City Council announced today that they will appoint the 40-year-old lifelong Cleveland Heights resident to fill the council seat vacated by former member Phyllis Evans, and a seat once held by Boyd's mother. Barbara Boyd (D-Cleveland), who is now a state representative in District 9, was the first African American councilperson elected in Cleveland Heights. She was elected in 1983 and served until the end of 1992, when she was elected to the Ohio House of Representatives. Evans was then appointed to take over for Barbara Boyd and served for nearly 20 years, up until she resigned in May at the beginning of a term she had just won re-election to in November 2011. And …

Cleveland Heights City Council Search: 20 Apply For Vacant Seat

Cleveland Heights reopened the search for the seat vacated by Phyllis Evans' resignation and received more applications.

Cleveland Heights Mayor Ed Kelley announced today that 20 people are now vying for the vacant Cleveland Heights City Council seat. Council decided to reopen its search in August after it determined that former Councilwoman Phyllis Evans, who resigned in May, would not be considered for the position. Evans, 67, applied for the role she left, hoping that she would be able to continue to receive her benefits from the Ohio Public Employees Retirement System and regain the spot she held on council for nearly 20 years. “We decided to reopen the search based on the fact that many people told us that they would have applied, but they thought that Phyllis was going to get the position," Kelley said in an interview in August. Evans resigned in May and has recommended that Jeff Coryell, who ran for council in November 2011, replace her.

To the Editor: Much to my chagrin, it has become very clear that I will not be able to retain the Cleveland Heights councilperson position that I was elected to November 2011. It was a pleasure to serve the residents of our city after being appointed February 1993 to an unexpired term and subsequently elected November 1993 to complete the unexpired term. I am proud to say THANK YOU to the voters who re-elected me in 1995, 1999, 2003, 2007 and 2011. I enjoyed the many years of service, and I am proud to have served the residents of our community for almost 20 years. Cleveland Heights Reopens Search For New Council Member, Will Not Appoint Evans

Cleveland Heights City Council announced today it would not appoint former councilwoman Phyllis Evans for the seat, vacated by her resignation.

Cleveland Heights City Council announced today that it has reopened its search for a new council member to replace Phyllis Evans, who resigned in May after serving nearly 20 years. Evans, 67, applied for the role she left, hoping that she would be able to continue to receive her benefits from the Ohio Public Employees Retirement System and regain her role on council. Mayor Ed Kelley had said that council would consider her and the 11 other applicants who made the July 25 deadline. But according to a press release from City Council, "it has decided not to appoint Evans to the vacant seat upon review of the opinion from OPERS that indicates that her health benefits would be in jeopardy." Of course it isn't greed to want "decent health coverage". So, if Ms Evans wants "universal single payer" coverage, as is her right, then SHE should pay for it. It is BEYOND high time that so-called public officials get off the gravy train supplied by a tax paying public that seems to have little choice in the matter.   more ›

12 Apply For Council, Including Former Councilwoman Evans

Phyllis Evans, who resigned from Cleveland Heights City Council in May, has applied for the vacant seat.

Former Councilwoman Phyllis Evans resigned in May, but has applied again for the vacant seat on Cleveland Heights City Council. She and 11 others submitted applications by the July 25 filing deadline. Mayor Ed Kelley said four others applied, but did not meet the deadline requirements. Kelley said that council will likely interview three or four applicants by the end of the month, but there is no requirement for council members to appoint someone by a certain date. “We’re under no time limit. We have lots of options to do what we want to do. That could be to open up the search again," Kelley said. Kelley said that Evans will be considered, as will candidates not called in for interviews. This is right. Evans is eligible for Medicare and as a retiree of UH or CWRU she is eligible to purchase supplementary health care at the same level that she had as an active employee but at a reduced price because of Medicare. This is what everyone else does if they choose to stay with the university plan. The Cleveland Heights City Council was not her day job and she shouldn't even be eligible …   more ›

Cleveland Heights Accepting Applications for Open Council Seat

Deadline for applications is 5 p.m. July 25.

The City of Cleveland Heights is offering and accepting applications for an open seat on City Council, as former Council Member Phyllis Evans announced she was resigning in June.  The applications are available on the city's website, at City Hall or by calling the City Manager's office at 216-291-3737. Candidates must submit applications by 5 p.m. July 25.  City Council will appoint someone to serve until Dec. 31, 2013. The person who takes over must run for election in November 2013 to complete Evans' term, which ends Dec. 31, 2015, said Mayor Ed Kelley. Michelle, Is Phyllis Evans eligible to be re-appointed to her own position? I know she was trying to get it back, even though she retired from it. If she is re-appointed she would be "double-dipping"--paid for the same position she is retired from. Would be getting a pension and the city council salary both. Thanks!   more ›
